Florence Sterling Ludka serves as Chief Financial Officer (CFO) of Oweesta Corporation, where she leads financial strategy, capital deployment, and organizational sustainability. In this role, she advances innovative financing solutions that expand access to capital in Native communities, with a particular focus on Tribal energy and infrastructure projects that strengthen sovereignty, generate long-term revenue, and reduce community energy costs.

Ms. Ludka plays a key role in structuring and managing layered capital stacks that blend grants, debt, tax credits, and philanthropic investments to support complex projects. Her work includes participation lending, risk management, and financial modeling to ensure projects are both financially viable and aligned with community priorities. She is deeply engaged in efforts to close financing gaps created by federal funding delays and to design capital strategies that center Tribal ownership, control, and long-term benefit.

Prior to joining Oweesta, Ms. Ludka spent more than 16 years with a nonprofit organization in Traverse City, Michigan, serving as Director of Finance and Technology. During her tenure, she built extensive expertise in nonprofit accounting, regulatory compliance, auditing, budget development and management, CRM and database systems, administration, and staff training. Her experience grounding financial systems in mission-driven outcomes informs her current work supporting community development and energy financing initiatives.

Ms. Ludka holds a Master of Business Administration with an emphasis in accounting from University of Michigan. She earned both a Bachelor of Science in Public Accounting and an Associate of Science in Technical Accounting from Lake Superior State University. Following completion of her MBA, she returned to her alma mater as an adjunct accounting faculty member, teaching courses in accounting principles, intermediate accounting, auditing, advanced accounting, and federal taxation.
In addition to her professional work, Ms. Ludka is currently enrolled in an Ojibwe language immersion program, reflecting her commitment to cultural learning and community connection.

Ms. Ludka resides in Traverse City, Michigan where she owns a small farm and enjoys spending time and engaging in outdoor activities with her twin daughters and their spouses, grandchildren, and family pets. In her spare time Florence can be found crafting, camping, boating, traveling, or out in the woods viewing and photographing wildlife.

Ms. Ludka is an enrolled member of the Sault Ste. Marie Tribe of Chippewa Indians in Michigan.
