Wicahpi (Star) Means serves as the Program Officer at Oweesta Corporation. She is an enrolled citizen of the Oglala Lakota Nation. Star began her career working with Native CDFI’s in 2012, at BiiGiiWiin Community Loan Fund, in Minneapolis, MN, where she was raised. She is a committed leader in advancing economic sovereignty and financial empowerment within Native Communities, serving as an integral voice in the Native Community Development FInancial Institution movement. With a strong dedication to bridging the gap between traditional cultural values and modern financial systems.

Star served as a Program Officer for NDN Collective, Foundation Team. She played an instrumental role in the rematriation of over $109 million in grants to Indigenous communities and individuals across Turtle Island with a focus on the Collective Abundance Fund.

In her spare time she enjoys hiking and watching her 10 yr old son play sports.
